In Roman mythology, Jupiter was the king of the gods ... the head of the whole tribe, with their cluster of intriguing and infuriating citizens and their all-too-human ways. He was the counterpart of Zeus in the Greek pantheon. And, as with so many leaders everywhere, he set the laws, rules, and standards "other folks" were supposed to obey. And held himself exempt from them ... literally "above the laws" he himself established.
Not that he openly admitted this. He may not have even owned this hypocrisy in himself. He simply ignored the regulations whenever it pleased him ... or was convenient for him to do so. And who was going to call him to account? There wasn't exactly a system of checks and balances in place ... to say nothing of an impeachment process. The "changing of the gods" was a cataclysmic event, usually involving blood patricide and terrible in-fighting among the contenders ... and humankind itself quailed at the very thought
