That doesn't mean you have to lower your own standards and treat them poorly; it just means you need to conserve your time and energy and not try to get blood out of a turnip. Since it isn't conscious, words are not going to help.

9. Check things out with your co-workers to get consensual validation. Several heads and perceptions are better than one, especially if you decide to present this to a supervisor in a united front. You may still get the answer that nothing can be done.

I'm thinking of a situation I once saw in a university where a woman had been there for 20 years, and was approaching retirement, and the general agreement was just to let her be, and give her nothing to do.

Still she was able to make life unpleasant for co-workers, and to get in the way of certain assignments. Each new person who came on board "reported" her to the supervisor, and the answer was, "she's got tenure. There's nothing I can do. I wish I didn't have to deal with her myself."

10. Get support from your colleagues. Sometimes you can arrange a way you can work around this person.

11. Counter their negative talk (usually goes along with it), by concrete examples to the contrary, and limit your exposure to them.

It can be infuriating to work with a passive-aggressive person, so take care of yourself, and protect your emotions and attitude. Limit your contact with the person, and practice methods of self-soothing. Learn to "let go" and do the best you can.

Be wary of talking to others about this, and venting. Studies have shown that each time we tell a "war story," we stress ourselves in the same way as the original event.

This means each time you talk about your consternation, you're putting your body through the same stress and this is what you want to avoid.

I have heard many people say, "There's nothing worse than an office where you can't stand one person." If this is how you feel, consider transferring or getting another job. Don't become passive-aggressive yourself.

Remain assertive. You always have options. Sometimes when enough good people quit, management takes action. The bad news is, you won't be around there when it happens, but the good news is you won't be around there when it happens.
